Rugby Washington Competition Waivers

In the efforts of safety, participation, and inclusion, athletes may be eligible to apply for one or more waivers to play.

Common Waivers:

  • Older, but Lighter
    • Players born within a reasonable amount of time before the cutoff date for a lower age division and who are reasonably undersized for their age division may apply for an older/lighter waiver.
  • Playing up
    • Players who are exceptionally skilled and/or developed for their age division may apply for a playing-up waiver.
      • Players may only play up one age division.
  • Girls on a boys team (u14s or above)
    • In instances when a female player, in 7th grade or above, does not have an opportunity to play on a girls division team, may apply for a waiver to participate with a boys team.
      • First consideration will be to find a nearby girls team.
      • Second consideration will be to allow the player to practice with the boys team, but play with a nearby girls team, if the player is unable to attend the girls team’s trainings.
        • The coach of each team, parent(s)/guardian(s), and player must provide written consent of the situation. 
      • Third consideration will be to allow the player to participate fully with the boys team.
        • The coach, parent(s)/guardian(s), and player must provide written consent of the situation.

Process

Waiver requests should be sent to waivers@rugbywa.org no less than 72 hours prior to the player’s participation in an RWA event. 

  • Waivers will be reviewed on a case-by-case basis by the RWA chief executive and the appropriate age-level commissioner. If the two are not in agreement, then the other commissioners will contribute. If the decision is still split, the RWA President (or the RWA VP, if the President is the chief executive) will make the tie breaking decision.
  • Waivers must be approved no less than 3 weeks prior to the end of league play in order for the athlete to be eligible for playoffs in the waivered division.
    • I.e.: an athlete who is in 11th or 12th grade, applying for a playing down waiver to the JV division, must have the waiver approved no less than 3 weeks prior to the end of league play in order for that athlete to play in JV for the playoffs.
  • Waiver Submissions should include:
    • Full Name (of player)
    • Gender
    • D.o.B.
    • Address
    • Club and Team
    • Height
    • Weight
    • Rugby Experience
    • Coach contact info
    • Parent/Guardian contact info
    • Detailed request with description of reasoning
  • Additional information may be requested during the review process.

Appeals

  • If the waiver is denied, an appeal may be submitted to appeals@rugbywa.org, no more than 72 hours after the original decision has been sent. 
  • Waiver appeals will be reviewed by the RWA Secretary, Treasurer, and Disciplinary Chair.

Sanctions

  • If a player without the appropriate approved waiver is found to have participated in a RWA event in a division for which they would otherwise be ineligible, the player, coach, and the club will be subject to a discipline investigation.
